No plugins tab on dashboard?

  I cannot find the plugins page/tab on my dashboard. Do you only have it if you upgrade to premium?

  The blog I need help with is: (visible only to logged in users)

  Hi there,
  That is because you do not have a WordPress.ORG install. You have a WordPress.COM hosted blog.

  There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database.
