No Slider or Sticky Post Option!

Hello! I am new to wordpress and I am having a lot of trouble with my sliding navigation page in the Oxygen theme.
I have made a “Showcase Page”, because I have no option for front page, but there is also no option in my settings to have a sticky post. I have tried everything I think I can and looked through multiple posts.
Can anyone help me out?
