no upgrade tab in dashboard

  I want to upgrade and add videopress but I don’t have an upgrade selection on the dashboard of my wordpress.com account. Where is the upgrade panel?

  The upgrades panel appears on your wp-admin page just below the dashboard panel. If you can’t find it, this is an example URL of the upgrades page:

  http://yourblog.wordpress.com/wp-admin/paid-upgrades.php

  Don’t forget to replace ‘yourblog’ to match your blog’s URL.
