I’d say a free one with a subdomain address ending in .wordpress.com but other plans are available if you have the finances and need additional features such as no ads. Paying annually is better value than paying monthly. Paying up front for two years usually entails a discount.

Further to what @themagicrobot said above, it really depends on what features you need for the site.
If you want your own domain instead of using the free address we provide, you’ll need at least the Personal Plan. If you want to upload video files to the media library, you’ll need Premium. If you have a custom theme or any plugins you want to use, you’ll need Business.
