Hi
I tried it out with an email without a WordPress account and it seems working well on subscribing to your blog.
By the way, seems like you are having the self-hosted WordPress.org under BlueHost so I think the WordPress.com team here won’t be able to access your files or data to help you.
Feel free to submit your question here instead: https://wordpress.org/support/forums/

The email subscription does appear to be working properly.
What are two or three of the email addresses which failed in this manner? (if you write them here like normal email addresses, they will be hidden from everyone but staff)

That email address did subscribe successfully. A confirmation email was sent with an activation link, but that link has not been clicked yet.
-
when i click to activate, it says this
Your subscription could not be activated. It may have expired, or the email address you subscribed with is not attached to your WordPress.com account.

Ah, that email address belongs to a different WordPress.com account here, not the one you’re currently logged in under.
So, if you want to activate a subscription under that email address, you’ll need to first log out of WordPress.com at https://wordpress.com/me
Then, log in to WordPress.com under that email address.
if you don’t recall the password for that account, we have some options for you at https://wordpress.com/support/account-recovery/
