Not able to enable plugins for free plan

I am trying to install Google plugin for submitting sitemaps to google webmaster tools but am not able to wnable any plugins. Is it because I have a free plan ?
The blog I need help with is: (visible only to logged in users)

Hello, These are the built in plugins you have available to you as part of WordPress.com:
You cannot install custom plugins if you have a WordPress.com site. You can however do so if you have a WordPress.org site. See the differences between the two:
If you want to install your own plugins you will need to create a WordPress.org site.

WordPress submits an xml sitemap for you for most of the popular search engines including Google. See here:

https://en.support.wordpress.com/google-analytics/Google Analytics support on WordPress.com is available as a feature of the WordPress.com Business plan. Visit Settings → Analytics under My Sites to enable Google Analytics.

Ok, but it’s not available for the free plan. It’s available only for users with the business plan.
