Not able to get a free wordpress site – keeps directing me to personal plan

Ok so I’ve been trying for more than an hour and going round in circles.
No matter where I start or what I pick, I cannot set up a wordpress.com free site.I start from the pricing page, pick free site (i’m happy with the .wordpress.com extension on the URL) but as I follow through all the steps, there is no option to select a .wordpress.com URL and no option to get a free site.
I keep getting directed to the personal account at $4 a month.No matter what I try, I always end up at that $4 a month page.
I’ve got free sites in the past so what’s up this time, why is it impossible to follow that free option.Can anyone help?

Hmm, sorry, that blog is not one I need help with. That blog is one I already have. I’m trying to set up another like it and can’t get it to work.

Oh I see. It’s all to do with the type of site I pick. If I pick the top option, share photos, experiences etc, no free.
If I pick educational site I can get the free one. How weird.
