Not able to process a refund through Paypal

    I am trying to refund the customer for the full price of an order submitted. After I submit the request to have the order refunded through Paypal its says Payment pending unilateral. order status changed from pending payment to on hold. you do not have authorization to process this request.
    I verified through Paypal and woocommerce settings and the email addresses and API live signatures and other details are correct. The payment for this order was not showing under my paypal account. i am wondering who do I contact to get this orders hold removed.

    If you have WooCommerce installed on a WordPress.com Business Plan or have a paid WooCommerce extension on a self-hosted site you can open a ticket while logged into your account at:

    https://woocommerce.com/my-account/create-a-ticket/

    But, if your site is self-hosted and built using the WordPress.org open software, you’ll need to seek assistance from their forums which can be found at:

    https://wordpress.org/support/plugin/woocommerce
