Normally everyone with internet access can follow your public blog. All you need to do is install the follow blog widget https://en.support.wordpress.com/widgets/follow-blog-widget/May I ask what you mean by registering to your site? Do you mean that the follow blog widget will not accept their email address if it is @live.ca address?

Exactly, they clic on the plus, enter their mail address and never get the note asking to confirm their registration

Do you know whether theses visitors are people with WordPress.com accounts, or are they people who sign up to only follow via email?
Additionally, have they checked that the email does not perhaps wind up in a spam filter, or other automatic filter similar to Gmail’s inbox tabs?
If you can give me a few email addresses that have tried to register recently, I can check if we have sent out any notifications to those addresses. I will follow up with you via email so you can send me those addresses privately, so we don’t necessarily run the risk of exposing people’s emails on the public forums.

Live.ca is a domaine used by hotmail. This is my wife’s account. I did many test with same result.
Actually this problem was noticed 2 years ago. I did some test about one month ago with same result.

As it’s only the one address I suspect the problem might be with that address specifically, rather than with all live.ca addresses.
I don’t see any recent emails sent from us to that account, but I see your wife’s email is connected to a WordPress.com account, and that account is both verified and subscribed to your blog.
Can you or your wife please log in to her account, then go to this page:
https://wordpress.com/following/editClick on the > next to your blog’s name and check whether email subscriptions are activated there or not. You should receive an email notification the moment you click the button to enable it.
If you don’t, also please check whether that account isn’t perhaps blocking email notifications from WordPress.com. You can check that on this page:
https://wordpress.com/me/notifications/subscriptionsI am also going to send a test email to that address. Let me know if you don’t receive that.

Okay, so the problem doesn’t appear with the email address, as you have replied to my test message and our logs also shows that a password reset email was sent to that address two hours ago.
If the password reset email didn’t arrive, try doing a global search in your email for “wordpress.com”. If it was caught in any type of automatic filter you should be able to find it that way.
