Not able to upload external theme

I am trying to upload an external wordpress theme but Upload option are not working.
The blog I need help with is: (visible only to logged in users)

To upload an external theme designed for WordPress.org to https://techexengineers.wordpress.com requires the Business plan https://wordpress.com/pricing/

You seem to also have a self-hosted GoDaddy site (techexengineers.com) which isn’t loading for me. An external theme can be used there.
