Not accepting payment

I am trying to purchase a blog with a new domain (opting for the premium package), but it keeps declining my card. I read over payment requirements and I meet all of them (using a Visa from the US). The card works fine everywhere else.
The blog I need help with is: (visible only to logged in users)

Below are the only accepted means of payment.
http://en.support.wordpress.com/payment/WordPress.com uses PayPal as the payment processor, and as such, can only accept payment from countries they support: https://www.paypal.com/worldwide/
If for whatever reason, they have chosen to block payment from your country, you will not be able to purchase an upgrade here unless you have a source of payment outside of your country. Note: You can buy a prepaid credit card from an approved country or pay in Bitcoin.
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.

I have tried several times today to upgrade to premiuim and keep getting this message: Your transaction was declined. Please try another card. I did try another card just to double check, and both were declined. Blog is brandewierentalsllc.wordpress.com

After looking into your account, I could not find any attempted card transactions. Can you please tell me the error number that you are seeing?

It doesn’t display an error code, just says “Your transaction was declined. Please try another card.”

Alrighty. If you want to permanently delete your site, follow the guide below:
http://en.support.wordpress.com/settings/delete-site/
Please read the warnings and advice before deleting a site, as we can’t revert a site deletion for any reason.

I’m also having the same issue. I’m using a credit card from the US with MasterCard Debit on the front. I’m getting the “Card declined. Please try another card” error. I also do not have another method of payment.
The bank says that all attempt to withdraw are coming in as $0. I only have 9 days left to get this straightened out.

I’m seeing a different error on your account, which usually has to do with insufficient funds or a block on the card. However, you mentioned:

Did the bank mention that this was the reason for the block?

Hi Grace,
The bank president (she is on the Chamber of Commerce Board with me) is the person who told me that the withdraw amounts are coming in as $0. She said there is no reason that the card should not work.

Due to billing changes- The Richland Library where I work is having trouble processing payment. The short version is that we can’t send payment to Automattik like we did last year and the new biller comes up as WPCHRG or something similar. In short, I need a w9 form so we can submit payment.
