Not all plugins displaying in WordPress dashboard

I noticed earlier today that I cannot view all plugins (As Administrator) as we were able to before today.
Administrator is unable to deactivate or activate plugins and cannot scroll to see full list of plugins as Admin was able to before. Scrolling on page only displays plugins from plugins A-S.
I created a new admin and had the same results. Strange.
Any advice?

Sadly, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
If you state what you’re trying to do though, there may be some alternatives, so feel free to ask.

Note: By any chance, are you referring to a self-hosted site?
Bare in mind that if your websites uses the self-hosted version of WordPress rather than WordPress.com, you should post in the self-hosted forums or alternatively contact your hosting provider. My response above only applies to WordPress.com. Note the difference here: https://en.support.wordpress.com/com-vs-org/
