Not all tabs are included on our site

  I was watching some videos because I want to make a static home screen and a menu bar, but the tabs are not available on our site to make these. I am missing tabs such as Appearance. Also, when you click on the website name at the top of the page, all that comes up is visit site, and not customize and all the other options that are shown in the tutorials. What should I do about this?
