Not allowing me to upload own theme.

When I go to add a new theme it tells me to address the issues above, however it does not list any above issues.
Pleas advise.

A WordPress.com Business plan is required to upload themes found elsewhere on the Interweb that are really designed for the WordPress.org software. With a free plan here you can activate any of the free or Premium themes found at: https://wordpress.com/themes
