not receiving activation email

I have followed instructions on your website and via gmail. I have also downloaded a plugin that was suggested in the forums and I am still not receiving the email.

Have you double checked on the junk/spam folder?
If you use Gmail, also double check this for help on issues specific to Gmail: https://en.support.wordpress.com/email-notifications/gmail-issues/You mentioned a plugin activation, but WordPress.com doesn’t feature plugins. You may be referring to a self-hosted site using the WordPress.org software, but this forum is for blogs hosted here on WordPress.com.
The two versions are different and have separate forums. If you own a website powered by WordPress.ORG, please post your question at the WordPress.org forum: https://wordpress.org/support/

Hi. I cannot get activation email sent to my gmail address, either. It’s not in spam, it’s not in trash, it’s not messed up by folders. It doesn’t show up in a search of AllMail. I think it is not arriving. Could you please advise? Thanks.

I checked your account and it is already activated – you should be good to go.
Also, in regards to plugins, you won’t find a plugin tab in the dashboard because plugins are installed and utilized solely for those with self-hosted WordPress.ORG installs:
