The contact form says the email was successfully sent but I am not receiving the emails to my personal email address. Is there another address it goes to? Please help!

That site is not using WordPress.com, but is a self-hosted site using the WordPress.org software. If you’re using the contact form included in the Jetpack plugin, you can find instructions on how it works here:
Form submissions should be sent to your site’s admin email address by default, but you can also edit the email address in the form builder:
That page includes a contact link if you need to contact Jetpack support for more help with this.
If you’re using a different contact form plugin, you’ll need to contact the developer for that plugin, or post in the WordPress.org forum here:

I too am no longer receiving email updates from a WordPress site to which I am a subscriber. The publisher of the site says that WordPress sometimes drops subscribers for no reason.
So, how do I get WordPress to re-establish my subscription to the WordPress site?

It’s impossible to check on this if you don’t tell us the address of the site you’re not receiving notifications from. However, we never unfollow users from sites. The only people who can do that are you, or the owner of the site if it’s a WordPress.com site.

This is not my blog: it is someone else’s, and I am a subscriber. For some blogs I subscribe to, I get emails. Some not. There is no way to tell if you are going to get email updates when WordPress tells you that you will get them.
Let me know what you can do.

It looks like you’re not subscribed to email notifications for that site.
Depending on your settings, if you follow a site via the follow button while logged in, the site will only appear in your Reader, and you need to specifically activate email notifications per site if you want to receive those.
To do that, please go to this link:
https://wordpress.com/following/edit
Click the arrow next to the site where you want to receive emails, and click the button to turn it on.
To change the settings so you will always automatically follow sites via emails, change the default email delivery option here:
https://wordpress.com/me/notifications/subscriptions/
If you select instant, daily or weekly there you should receive a confirmation email every time you follow a new site.
