You might want to check what WordPress support says about tags.

Particularly, the part at the end about limiting the number of tags you assign to your posts and the relevance of them is worth looking at in your case.However, you don’t want irrelevant content showing up on the topic listings or search, and neither do we. That’s why we limit the number of tags and categories that can be used on a public tag listing. Five to 15 tags (or categories, or a combination of the two) is a good number to add to each of your posts. The more categories you use, the less likely it is that your post will be selected for inclusion in the topic listings. Learn more about Topics here.

Thanks for your response, however even on posts in which specific names are tagged and there are under 15 tags the posts are still not showing up. For example my post on Louise Zhang which was tagged, ‘Louise Zhang’

Most likely if you violated the rule multiple times your entire blog is banned from the tag pages and will remain that way till you reduce the excess tags.

Thanks for the response. I am confused as I have never breached the more than 15 tags/categories combined with all my posts coming in at 11 at the most with relevant tags?

Well, if you are the only blogger using a tag, it won’t create a tag page for it. Other than that I can’t see anything you’re doing wrong.
