Not Sure I downloaded WordPress.org

There is a lot of different information online about how to migrate your site. I did not see any of the screens that were screen-shotted online. I am however, seeing a new interface for wordpress than I’ve ever seen before (in a web browser) after trying to download wordpress and transfer my wordpress.com site over. Is it possible I downloaded it without actually downloading any files?
I was trying to follow http://www.wpbeginner.com/how-to-install-wordpress/#quickinstall but never even found the first screenshot to be able to follow it.
I really thought I was going to be able to migrate it without a problem, but of course I had to run into something!

We cannot offer advice on installing WordPress with other webhosts. Your new webhost’s support team should be able to help you with that. Otherwise, you might try the community at WordPress.org: http://wordpress.org/support/
