Not sure the plan I need to choose

  I have purchased a wordpress website template ( http://themes.opendept.net/retro-portfolio-4/) and not sure if I can use it on the $2.99 pm plan or because there will be ‘customizing’ to this template if I have to buy the $8.99pm plan.

  The blog I need help with is: (visible only to logged in users)

  A theme can’t be uploaded and installed on a WordPress.com hosted site. However, there are a lot of themes already available that you can activate. Also, with the Premium plan, you can use custom CSS to change the look of the theme.

  If you really want to use the theme you purchased elsewhere, then that involves registering a domain, buying hosting, and setting up a site using the free software from WordPress.org: https://wordpress.org/
