We cannot upload custom themes from sources outside WordPress.COM. We can only use themes available at WordPress.COM theme repo.Read more about it here: https://en.support.wordpress.com/themes/adding-new-themes/

If you wish to have greater control over your site and upload themes, you can use WordPress.ORG-a self hosted platform/software to create blogs, websites and more, with greater customization possibilities.

There are two ways to add videos to your site.
1. Upload your video on YouTube or other supported Video hosting sites and then embed it on WordPress.COM.
