There's nothing under settings menu

  Under the settings menu on the left hand side there is only 1 item listed which is polls & ratings. I also can’t find how to put a subscribe button on the page.

  It seems you are an Editor and not the administrator of that blog. Only administrator can see all dashboard options. Please review this guide to learn more about User Roles.
