I created a private blog in wordpress.com and I am not sure how I can set up to the users receive notification about new post.

Hi there,
Since your blog is private, I am assuming that you have already invited users. If not, this support document will help:
https://en.support.wordpress.com/adding-users/If you have a WordPress.com account, when you are logged in, click the Follow button that appears in the bottom right-hand corner of all WordPress.com sites. All new posts published on that blog will now show up in your Reader. You will also receive email notifications of new posts. You can change your settings to Immediate, Daily, or Weekly delivery, or opt-out of email notifications. Information found here:

Thanks for the information. I already invited users to my blog. The problem is that I do not have this option to click Follow and not even the users. How can I see this option?

You will see the option to follow others in the lower right hand corner of their page. It will appear on your page to others as well.
The link I provided previously https://en.support.wordpress.com/following/ will show you exactly what to look for.
Did you look over the link? If so, are you not seeing what was described in the link? When you first go to someones page, it should appear at the bottom there. Once you start scrolling, it disappears. Well, at least for me it does. If you scroll back to the top, it will reappear.

The problem is that I can’t see this option and not my users. Do you know because the blog is private if this option is available?

Perhaps you’d consider adding the Follow blog widget your site’s sidebar/footer for your invited viewer’s convenience? https://en.support.wordpress.com/widgets/follow-blog-widget/ Being a Private site the only people who will see that are the people you’ve invited to view your site.
