Notification of File downloads

  Does your basic free option or any of the paid for options allow for me to provide file downloads but request contact details before someone can download the file.

  e.g. I want to provide a PDF file of some woodwork plans but want to know who is downloading them.

  That is not functionality that WordPress.com offers.
