notifications box wont go away

the notifications box will not go away even when I press the little bell icon. it will pop up randomly when I open the page. all I have to do is start to scroll down my main page, or one of my posts, and the box will pop up. it will not go away no matter how many times I click the bell icon. it will only go away when I refresh the page but will come back within seconds. it makes it really frustrating when I try and look at my site because it blocks a third of the site from my view.

I think it is only on my end that the issue occurs. Meaning when I am logged into the site with my WordPress account on my computer. I have not seen it happen when I log into my account on either my phone or iPad to edit my posts or reply to comments on the site. It did go away after a couple of days, for example now I can open and close the notifications box properly, but it has happened before and I want to prevent it from happening again.
