Novice Blogger – Where Do I Start?

I am trying to find the most efficient and easiest blog with the highest SEO traffic. Keep in mind, I am starting from scratch and not ‘importing’ another blog site. I’ve tried ‘popular’ blogging sites before; while easy to set up, I have poor SEO traffic and horrible graphic design customization options. Any advice? I hope I am making sense…
