  To create a forum, you need to install a plugin which is only available in the Business Plan.

  You’re using the free plan right now. Please check the plans here. https://wordpress.com/pricing/

  Each plan has its own features. The Business Plan gives you the freedom to use plugins and third party themes. You can also install your own theme.
