Hello @euphorictangles!
In order to change the color of specific links, you would need to use custom CSS, which is an option for all Premium and Business plans.

Although more advanced Custom Design options are included as part of the WordPress.com Premium and Business plans, you can make some changes your site’s colour scheme under our free plan.
You can choose from a selection of free colour palette via the Colours & Backgrounds panel of the WordPress.com Customizer:
https://wordpress.com/customize/euphorictangles.wordpress.com
Select the “Palettes” button over the Background tab to see the free palettes available to you.
Hope that helps! Let us know if you have any extra questions around your options.
