num_day_of_year guidance is unclear

I’m a fairly experience localizer but this one stumped me completely. There’s a note:
The week that contains Jan (X) is the first week of the year,
e.g.,4means Jan 4. Different regions start counting weeks with different rules, check Wikipedia to be sure.But that’s not really helpful. If there’s a wiki page, please link it. And the wording just doesn’t tell the localizer enough to deal with this one.
Even a Google search doesn’t throw up anything.
