  I am using ocean mist theme version 1.2 and it seems that a newer version 2.0 is out. Is there away to upgrade to this new version?

  No, you cannot “upgrade” a theme on wordpress.com.

  You may suggest it to staff

  Perhaps they may include the 2.0 version in the list of themes for wordpress.com if enough people suggest it.
