Offline Wallet Investment system

Hi devs. I am looking for plugins that support my future site.
We want to make an offline investing system where admin will adding funds to users’ profile. Users can use the funds to purchase products in our marketplace, so as selling out as well. Users’ profile will have an estimated profits per month or year base on the admin adding information to their profile.
Since we want to minimizing the transaction fees and maximizing the transaction process, therefore we want an offline system where admin can edit anything. Ideally we adding estimated profits to products and it automatically adding to the user’s portfolio and with a sums up profits.
However, all plugins I have found are online wallet and do not have other requirements I have mentioned on the above.
