offsite hosting and multi user posting ability

I have a website that until recently, I was using blogger to support.

I hate to post the site but to get people an understanding of what I am trying to do, I believe it best to show them.
I have a hosting company and was, until recently, using blogger to support the multi ‘individuals’ posting to this website (each with their own page). Essentially, each of the blogs on the site were maintained by a separate person while the main page was just updated through simple html.1) Does wordpress allow ftp posting on a general account (non-paid)? If not, does it if you pay for an account?
2) If I pay for a wordpress account, can I have multiple users posting to the ftp? I read that you can have multi blogs so this seems to be applicable, though the T’s and C’s may not allow multi users on one account?
3) Does anyone know a best alternative to have easy and possibly mobile posting for the users I have?I don’t get much time anymore to work on the site and would really like a one stop service for templates and posting that isn’t expensive.

You mention FTP several times. If you need FTP, then this is the wrong place for you. FTP is not available here at WordPress.com.
If you want to use WordPress and FTP, WordPress.org is where you need to be.

(1) There is no FTP access to free hosted wordpress.com blogs and there is no upgrade yopu can puirchase to get that access. It’s only avaialabe to those who apply and qualify for VIP paid hosting. > http://wordpress.com/vip-hosting/
