How can I reopen website to public and block old administrator from accessing acct from change password again

Hi there, if you own the site you can remove the old administrator as you’d like. If you need more help, could you send a link to the site you’re having trouble with?

You are currently logged in as the owner of https://paranormalsocietyofbradenton.wordpress.com/ and the owner cannot be removed from the site, you’d have to transfer ownership to someone else first.
So, you’re not locked out of the site.
You can make the site public again following the steps at https://wordpress.com/support/settings/privacy-settings/ and remove other users on the site following the steps at https://wordpress.com/support/user-roles/#removing-users
