Old blog on wordpress.com integrated with new wordpress.com website

Hello — I have a client who has a wordpress.com based blog with a few hundred posts. He would like to create an actual website for himself now and integrate the blog into it.
Is this possible to do entirely on wordpress.com, or possible to do at all?

A blog is a website. The difference between blog and website is simply structure and semantics.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one-way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.

Themes are just “skins” on WordPress.COM hosted blogs.
Note that switching themes https://en.support.wordpress.com/themes/#switch-themes can be easily done, provided you are logged in as Admin under the same username account that registered the site, you tohttp://NAME_OF_BLOG.wordpress.com/wp-admin/themes.php
*Replace NAME_OF_BLOG in that URL with the actual name of your blog. wp-admin/themes.php

So right now, this person only has a post-based blog. He wants to start a business around it and feature related static content more along the lines of a traditional website but keep his blog intact.
So you’re saying that if he switches to a theme that has page-based things like homepage, about page, contact page, etc, the blog will become another area of the new site and maintain all post content? That is to say it will automatically integrate into the new theme’s page-based structure?

Most WordPress.com themes support the ability to add static pages and a separate page for blog posts on the same site. This support documentation shows how that could be set up:
You’ll notice there is an option to set a static homepage and a posts page.
