Then why not create a free site here initially. If you plan on transferring an existing domain then the address you choose won’t be too critical as you can purchase an upgraded plan in the future when you’ll be able to transfer or map your domain to that WordPress.com site.

Sorta defeats what im asking….. i do not want to create a free site, with minimal options…. I want to recreate my site, transfer the domain when finished from old to new……and close the old site. My question is that… can i create a site before going public then transfer the domain…. that way i do
not disrupt the old site until the new is complete -

You can create a new WordPress.com site without transferring your domain, yes.
All sites on WordPress.com get a free WordPress.com or .blog subdomain when the site is created, that functions just like any regular subdomain, and your site is fully online and accessible at that subdomain (provided you set it to public).
So you can experiment and build your site at that free address, even upgrade the site while still using the free address, and only switch the domain over to us once you’re ready.
