Is there any way to get a URL transferred to my account if the current page hasn’t been touched in 6 years and the owner can’t be contacted?

No. If you cannot contact the site owner via a submitting a comment or by using any contact information on the site Staff cannot provide the contact information to you.
You cannot register a site URL that has already been registered and there is no expiration date on any on .wordpress.com blog URLs unused, reserved or otherwise. Note that in these cases the blog’s owner rarely responds to comments if they are open or to contact information on the site but you can try that if you wish to.
Note that Staff will not breach the privacy policy and provide you with an email address if you cannot make contact with the owner.
