  Yes! You can upgrade to the WordPress.com Business plan from the Personal plan anytime you wish. In fact, if there are remaining months in your Personal plan, you will get credits so you can upgrade by paying the difference.

  Any time you want to upgrade, you can go to https://wordpress.com/plans and choose the Business plan to upgrade.
