One upgrade applicable for all blogs under an account?

  is the upgrade valid for all blogs under one account? Or need i buy upgrades for every blog?

  You will find that the support documentation clearly states that every upgrade applies only to one blog and is in effect only for one year when it is due to be renewed.

  The only exception regarding annual renewal is for premium themes. The payment for premium themes is a one time payment for a single blog and is in effect for the lifetime of the blog while hosted here at WordPress.com.
