    Good afternoon I would ask to you if I can build an online shop and an app( Progressive Web Application or Responsive Website) with WordPress. Thank you.

    You can use WooCommerce for your online store on a Business or eCommerce plan.

    If you choose a responsive theme for your store, it would be responsive on any device size, so you wouldn’t need an app for people to shop your store from mobile devices. If you require a specific app, you would need to hire your own development team to produce that for you.
