only administrator, cannot migrate followers

  I am trying to migrate followers from blog.mozenda.com to our new site mozenda.wpengine.com. On mozenda.wpengine.com, I have jetpack connected with the (email visible only to moderators and staff) account, which on WordPress.com is shown as the ONLY Administrator.
  I previously had jetpack connected with a different account, until I found that only owners can migrate followers. So I disconnected, then connected with the current account.
  When I try to migrate the followers, I get the message “Only blog owners can migrate subscribers.” Please help.
