only paying for custom domain?

My friend encouraged me to get a wordpress account for professional reasons, when it came to decide on a custom domain and I mentioned that you needed a package to have a custom domain he was confused, he is only on a free account and is able to change/add domains with just the cost of ~£21 annually and register a new domain for £15 annually, whereas I would have to pay for a personal plan to register a custom domain which would be £30 annually. I’m quite confused at why we have different options and was wondering why. Thank you for reading and I’m looking forward to an answer.

Just to confirm, you need a paid WordPress.com plan (such as the Personal plan) in order to register a custom domain.
