Premium upgraded sites and Business upgraded sites are automatically accepted into the WordAds program.
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains http://en.support.wordpress.com/domains/ that have enough traffic to qualify for acceptance into the plan.
Note that purchasing a Premium or Business upgrade automatically qualifies your site for WordAds.

Q: How and when do I get paid?
A: WordAds pays monthly via PayPal. Payments are sent around the last day of the following month. If you earned less than $100 in a given month, your earnings will carry over to the next month instead.
Advertising rates fluctuate constantly. The online ads system is similar to the stock market where advertisers bid in real time, so earning will depend on how much advertisers are bidding at any given moment.
Rates are also vastly different depending on the country the viewer is visiting from. Unless you have the same exact number of visitors from the same countries every single month, you’ll never be able to calculate a consistent rate just by Earnings vs. Impression totals.
Advertising rates fluctuate constantly [because] the online ads system is similar to the stock market where advertisers bid in real time, and how much they bid depend on where in the world your visitors are coming from. If your earnings are low it means the bulk of your visitors are coming from countries where our advertisers don’t pay very much. https://en.forums.wordpress.com/topic/no-word-ads-earnings-last-month?replies=8#post-2975482
The traffic requirement numbers are not released.
Eligibility
Q: I applied to WordAds. When will it be available to me?
A: Our advertisers have a minimum traffic requirement. Once you reach the level they’re looking for, your application will be automatically sent to them for evaluation.Q: What is the minimum traffic requirement?
A: A site generally needs thousands of pageviews each month to earn meaningful revenue. -
But, why only wordads ads appear?
By that do you mean the only ads you see are actually advertising the WordAds programme? Different adverts display depending on who is viewing your site and what country they are based in. For what it’s worth I see Expedia ads on your site looking at it whilst logged in to WordPress.com. When visiting your site logged out I see ads local to myself, so I presume everything is working as it should.

Perhaps this may help:
If you’d like to self-manage third-party ad networks like Google AdSense, OpenX, Lijit, BuySellAds, and Vibrant Media, those options are available on the WordPress.com Business Plan. Sites on the Premium Plan and below can run WordAds, which optimizes buyers including Google AdSense but they cannot self-manage ad networks.
