I can see that you were refunded in full after you canceled the domain along with the WordPress.com Premium plan. There are two ways you can proceed:
1. Wait. The domain will be released in about a week. You will then be able to register the domain with another registrar. However, note that there’s a risk with this process that someone else may register the domain before you do in an attempt to sell the domain to you at a higher price. We can’t guarantee that you will be the first to register the domain after it’s removed from our registry nor are we able to notify you when that happens.
2. Repurchase the domain. We can send you the fee of the domain registration ($18) and restore the domain to your WordPress.com account. Once the domain is restored, you can point the domain to another host if you intend to use it elsewhere. You will also be able to transfer the domain registration to another registrar after 60 days from the date of its registration.
Lastly, if you want to use the domain with your WordPress.com site again, please go to https://wordpress.com/plans and upgrade to a yearly plan. Our yearly plans include the domain for the first year which is how you registered the domain in the first place. So if you upgrade again, we can just restore the domain for you.
Please confirm how you’d like to proceed as soon as possible as there’s a limited time for us to restore the domain.

I can then be assured the URL is mine? Allowing me to decide which registrar to use?

Yes, since you received a full refund, we can recover the domain for you after you pay $18.
Due to regulations that all domain registrars must follow, you won’t be able to transfer it to another registrar for 60 days, but you can direct the domain to any hosting provider before then by just changing the name servers: https://wordpress.com/support/move-domain/change-name-servers/
