Oops, that page can't be found customization

I’d like to customize the “Oops, that page can’t be found” page when someone clicks a dead link. I’d like to make it a sort of 404 page, directing people to other links on my site. Is there any way to edit the “Oops, that page can’t be found” page. Thanks for the help in advance.

I just found a page that looks like it might help me, except ‘Templates’ is not showing up under my Theme Options.
