optimal theme for website with branching page organization

Before I get to far into developing a site I would like to know if any of the free themes were developed especially for pages in a static website. For me I consider blogging of secondary importance but note that a many themes are being “sold” as great for blogging. Is there a way to find ones that are better for websites with pages. I want to having a branching organization of pages and do not know if there are some themes that are better. Do not know if any of the free themes were developed specifically to be robust for websites. Do any allow custom menus on the main pages area? Thank you.

Pretty much any theme will work as a website as well as a blog (even if the demo/description describe the blogging features).
You can publish pages on any theme – and if you set a Static Front Page, having a blog on the site becomes completely optional :)
Custom menus are another common feature – this page will narrow down the list to just free themes that have a custom menu built in:

If you find yourself leaning toward a theme with a slider or other Featured Content option, try these themes:
https://wordpress.com/themes/filter/featured-content-with-pages/type/freeThose are free themes that use Pages in their Featured Content (some themes only use blog posts or portfolio projects).
