Options are different, need to customize menu but can’t Theme Edin

Why does this theme look so different in Dashboard than any other WP theme?
This is the website I’m working on

I don’t have the Editor option under Appearance so I can’t add custom CSS
I searched on how to change the menu background color but can’t add it anywhere cuz I can’t get to editor.I also need to do the following but I can’t even add any plugins, when I click on plugins I get an odd WP screen that I’ve never seen before. There is no upload button for me to upload a plugin.
I need to Change “Older Posts” to “See More” at the bottom of listings pages. Again I could do this in Editor but I don’t have that option
I need a “back to top” button at bottom of each page so they don’t have to scroll
The side menu with the city listings I would like more of a button style
And I would like to add a divider line between posts / listings.
Again I can’t seem to do much period.
I have screenshots but looks like I can’t attach them anywhere

First, just a little bit of clarification. Your website at https://summersrealestatepros.wordpress.com/ is a WordPress.com website, which means that it is hosted on WordPress.com servers and you are more limited on what you can do.
Some of the options that you are looking for (i.e. Plugins) are part of self-hosted WordPress sites (also called WordPress.org)

Having said all of that, it is possible to do some of what you are asking on the WordPress.com platform.
You can add custom CSS to your site if you have the premium or business level WordPress.com account.
You can learn about WordPress.com Custom CSS options and how to add Custom CSS.
Some of the features you are asking for can be added with Custom CSS, but others may require you to choose a different base theme.
