While checkout there’s a message always pop-up that purchases are currently disabled, why so?

Our Billing Support team handles inquiries about this. You can reach out to them for assistance with this using the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”
You can also send an email directly to billingsupport@wordpress.com if you prefer that.
