Personal opinion:
It’s a matter of intent, resources, and focus.What is MY reason for having the website? And what functionality do I need it to have? Which hosting and WordPress environments will support my functionality.
Do I personally have the knowledge to achieve the goals of the website? How much support do I need? How much in time and money do I have available to create and maintain a website? Am I willing to gain the knowledge I need to troubleshoot problems that come up. Maintaining a self-hosted WordPress install involves many more working parts than just the version of the WordPress software.
Is my focus on learning how to create and maintain a website or is my focus on the business or organization or ideas I am featuring on the website?
There is an appropriate place for the various versions of WordPress.
Like most decisions, it boils down to what You want.
