.org vs .com comparison: accurate?

Hi all, total noob here, trying to make the right decision from the get-go. I just read this post comparing the 2 WordPresses. Is this accurate? I’m a bit shocked at some of it.

Shocked in what way? What are you concerned about? You are free to host a site wherever you like and use the free WordPress.com software. But you’ll be responsible for upgrades/security/backups etc.
Millions of people don’t need that sort of hassle and are happy to head for the safe waters here of WordPress.com where all they need to do is write their site/blog and leave the technical details to WordPress.com staff.
Others pay the extra for a WordPress.com Business plan as that gives the best of both worlds along with support from staff whenever they need it.

In what way would you wish to change a theme? All the themes here https://wordpress.com/themes have setup instructions such as https://wordpress.com/theme/twentytwenty. The idea of WordPress.com is to be able to be up and running in minutes rather than days. Custom CSS is available with a Premium plan. If you’re experienced with using code you’ll be better off creating a site elsewhere using the free wordpress installation. Which seems to contradict what you said in your previous thread:
