  what is the difference between the logins for a .org account and a .com account?

  If you’re talking about the support forums then they are totally different places. There is here and there is https://wordpress.org/support/forums/
  If you have a site hosted not here at WordPress.com but made with the WordPress.org software at for example, GoDaddy then you can manage that site via this WordPress.com account with the JetPack plugin.
