Orphaned Categories

We are in the process of bringing up a new blog and learning WP at the same time. In the process of learning how categories work many have been created and not quite deleted. Under Posts > Categories > Add New Category I can see a few that are working the way we want them to. Under the Parent drop down box there are many categories created as tests that are not visible and if you choose one of them as the parent the newly created category is not visible either.
There is no obvious way to delete these extra categories. I can see the category names in the database in the _terms table, is it as simple as deleting them there? Or, is there another way to get rid of them?

We don’t have access to the database here – your options are different – many things are the same but not all – in your case you have different options than we do here –
